Stars of Empire is a Victorian science-fiction role-playing adventure, written by Terry Sofian and originally published by Black Pigeon Press, but when that company closed its doors, Terry went solo and self-published. The First Edition of the game uses Black Pigeon Press's house ruleset, Hacktastic, but a planned Second Edition will have a custom ruleset honed for Victorian adventure and highly streamlined to speed play and allow for more storytelling.
