Pacesetter Games was formed in 1983-4 in Wisconsin by some former TSR employees including John Ricketts, Troy Denning, and Mark Acres. Despite lasting for just some three years, their output was prodigious.
Chill was sold to Mayfair Games who produced a second edition, and most of the rest of their inventory was purchased by 54° 40' Orphyte, who continue to sell Chill and TimeMaster in PDF form.
Note: There is no commection, as far as I can tell, between this company and Pacesetter Games & Simulations, launched in 2009 by Bill Barsh to publish 'old-school' D&D/OSRIC adventures
